The Florida Legislature found that it was necessary in the interest of public health and safety to regulate the practice of engineering in the State of Florida and thus created Chapter 471, Florida Statutes, the Engineering Registration Law. Under this law the Florida Board of Professional Engineers is responsible for reviewing applications, administering examinations, licensing qualified applicants, and regulating the practice of engineering throughout the state.

For many years, Florida has required the embossing seal. In the past few years, the Board office has received many requests from Professional Engineers asking what steps could be taken to allow rubber stamps. What generated most of the calls was the increase in numbers of sets of drawings required by building departments when submitting plans for permit.   The Board has taken all comments into consideration and formally adopted amendments to the Seal Rule 61G15-23.001, Florida Administrative Code. The changes to the rule will be effective November 16, 2009. The rule will now address the use of both rubber stamps and embossing seals. The use of rubber seals does not cover computer generated seals.  In response to several calls and emails, the Rules Committee will consider computer generated seals at the next Rules Committee meeting.
